Military Report: Iraqi police force "dysfunctional"
In addition to the recent that found the Iraqi government had only fully met 3 of the 18 benchmarks, and 1 of 8 legislative benchmarks, another report paints a similarly dismal picture. A group of retired US military officials released this finding. The police force is so "dysfunctional" that they recommend disbanding it altogether:
The report, prepared by a commission of retired senior U.S. militaryofficers, describes the 25,000-member Iraqi national police force andthe Interior Ministry, which controls it, as riddled with sectarianismand corruption. The ministry, it says, is "dysfunctional" and is "aministry in name only." The commission recommended that the nationalpolice force be disbanded.
Although citing recent "tactical success" and favorable "strategicimplications" resulting from the Bush administration's current warstrategy, the commission recommends that U.S. troops in Iraq be"retasked" in early 2008 to protect critical infrastructure and guardagainst border threats from Iran and Syria, while gradually turning internal security over to Iraqi forces despite their deficiencies.
Four years later, this is what we've got. The Administration's plan of training the Iraqi police force has failed, unfortunately. On June 28, 2005, the following:
"As the Iraqis stand up, we will stand down."
Instead, as we stood up, Iraqis stood down. Until we end our occupation, Iraqis will never be motivated enough to stand up.
