Kerry was alluding to the clear difference between strategic success and tactical success. An example of a tactical change was our decision to encourage Sunni insurgents to fight al Qaeda. An example of a strategic change was Bush's troop surge. The two are completely different from one another. Besides, we are , where that tactical change has been happening.
In other words, don't look at a tactical success and interpret it as a strategic success.
